The Project Team for the Arbennie Pritchett WRF Program consists of the following:

Okaloosa County Water and Sewer Department (OCWS)
OCWS is responsible for the construction and operation of the new Arbennie Pritchett WRF and the program is the responsibility of OCWS. OCWS staff will control the development of the projects and the Program Manager will report directly to OCWS.

Program Manager
The Constantine Group (TCG)
The County has retained The Constantine Group (TCG) as its Program Management Consultant for this Project. TCG has responsibility for coordinating all activities associated with the Arbennie Pritchett WRF Program including decommissioning of the existing Garniers WWTP, collection system modifications, construction of the Arbennie Pritchett WRF, construction of the RIB system, and regulatory permitting.

Arbennie Pritchett DCP Consultant
HDR Engineer, Inc. (HDR)
The County retained HDR Engineering, Inc. (HDR) as the consultant to develop the Design Criteria Package (DCP) as required by the CCNA. HDR worked with TCG, the County, and representatives of the Florida Department of Environmental Protection (FDEP), Pensacola Office preparing the DCP and the other D-B contract documents.
Arbennie Pritchett Design-Builder
CDM Constructors, Inc. (CDM) was contracted to serve as the Design-Builder for the new Arbennie Pritchett WRF Project. CDM is responsible for the design, construction, startup, and performance of the new WRF. CDM will coordinate with TCG, HDR, the County, and other consultants during the construction of the new WRF.
Rapid Infiltration Basin Design Engineer
Polyengineering of Florida, Inc.
The County retained Polyengineering of Florida, Inc. as the design engineer for the design and construction of the new 10 mgd Rapid Infiltration Basin Project. Polyengineering will develop the Design Contract Documents and provide services during construction to support TCG and the County.
Rapid Infiltration Basin Geotechnical Consultant
Gallet & Associates Gulfcoast, Inc.
The County retained Gallet and Associates Gulfcoast, Inc. as the geotechnical engineering consultant for the design of the RIBs. Gallet performed the geotechnical exploration, groundwater modeling and mounding analysis.
Garniers Re-Pumping Station Design Engineer
HDR Engineer, Inc. (HDR)
The County retained HDR Engineering, Inc. as the design engineer for the design and construction of the new Garniers Re-Pumping Station Project. HDR will develop the Design Contract Documents and provide services during construction to support TCG and the County.
